アンソニー・アトキンソン

トニー・アトキンソンことサー・アンソニー・バーンズ・アトキンソン（Sir Anthony Barnes "Tony" Atkinson CBE, 1944年9月4日 - 2017年1月1日）は、イギリスの経済学者であり、LSEの教授でもある。

アトキンソンは1960年代から所得格差問題や公共経済学についての研究をはじめ、2015年時点ではこの分野での重鎮と考えられている[1][2]。『21世紀の資本』で著名なトマ・ピケティにも大きな影響を与えた。ピケティは、アトキンソンは所得と富の歴史についての研究の第一人者であると述べている[1]。

略歴

ケンブリッジ大学を卒業後、ケンブリッジのセント・ジョンズ・カレッジのフェローとなり、所得格差や公共経済学の問題に取り組む。その後、エセックス大学の教授となる[2]。1973年にMITの客員教授に就任する。2000年にナイトの称号が与えられ、その翌年にレジオンドヌール勲章が授けられた[3]。

2015年にEIB賞を受賞した。クリストファー・ピサリデスは、アトキンソンの直感は経済理論や政策に非常に大きな影響を与えていると述べた[4]。2016年ダン・デイヴィッド賞受賞。

2017年1月1日に死去[5]。72歳没。

研究分野

アトキンソンの研究は富や所得の分布のみならず、貧困問題、欧州の社会政策、公共・厚生経済学など多岐にわたり[3]、格差や社会保障の分野では最も影響力のある学者と見なされていた。数多くの学術論文、研究書、教科書を執筆したが、『21世紀の不平等』をのぞいてはほとんど一般向けの啓蒙書は発表しなかった[6]。

主張

経済政策には関心が高く、労働党のアドバイザーを歴任した[6]。

政策提言

2014年にはInequality: What Can Be Done? （邦題『21世紀の不平等』）を啓蒙書として発表し、そこでイギリスを念頭に置いて15の政策提言を行っている。その内容は「労働者の雇用を増大させる技術革新を行う」「ステークホルダー間での適切な権力バランスの実現」「最低賃金での公的雇用保証」「最低賃金以上の報酬慣行規範」「成人した時点での全員への最低限相続の実施」「ソブリン・ウエルス・ファンドの投資による国の資産増大」「所得税の累進性向上」「個人所得税の勤労所得割引の実施」「相続税の確実な徴収」「累進的な固定資産税の実施」「全児童への児童手当の給付」「何らかの社会的貢献を条件としたベーシック・インカム」「富有国のODAの目標額を国民総所得の1％に引き上げ」などである[7]。アトキンソンはこれらの提言において福祉国家論を強固に主張し[6]、これらの提言に対して予想される反論に実証的に応答している[6][8]。
