イギリスの公務員
国王陛下の公務員（こくおうへいかのこうむいん、His Majesty's Home Civil Service、[2][3][4]、His Majesty's Civil Service）、内国公務（Home Civil Service、Civil Service）とは、イギリスの国王陛下の政府をサポートするために恒久的に設置された官僚機構もしくは事務局である。彼らを掌握するのはイギリス内閣の閣僚らであり、首相が指名する。スコットランド政府とウェールズ政府の統治も委譲しているが、北アイルランドではそうではない。

ウェストミンスター・システムを採用する他国と同様、国王陛下の公務員は、国王陛下の政府と不可分な一部である。政府大臣により決定された執行は公務員によってなされる。国王陛下の公務員は、イギリス議会の職員ではなく、王室職員である。北アイルランドの公務員は、イギリス公務員とは独立した公務員として運営されている。
イギリスでは、一般的に公務員（civil servant）といった場合、すべての公的セクター雇用者を指すわけではない。明確的な法定義はないが、「政治（または司法）職の保持者、在職期間に関して特別な規定が設けられている他の特定職の保持者、個人能力で王室に使用され王室費から支払われる者[5] 」に該当しない、行為能力で働く国王陛下のしもべと定義される。そのため公務員には、政府閣僚（政治任用される）、イギリス軍人、警察官、地方政府役人、局外公共団体[6]、国会職員[7][8] 、国民保健サービス（NHS）、イギリス王室職員は含まれない[9] 。
2021年3月末時点で、国王陛下の公務員は48万4800人、前年比6.23%増であった[10]。

政治的中立性
国王陛下の公務員は政治的に中立な機関であり、選出された政府の政策プログラムを公平に実施する機能をもつ[13][14][15]。
すべての国王のしもべと同様、公務員は政治的に中立であるという義務を守らなければならないため、国会議員として選挙に立候補することは法的に禁じられている[16]。1954 年に最初に採用され、1984 年に改訂された規則の下では、上級公務員 (SCS) らは、政党で公職に就くことや、物議を醸す政治的見解を公に表明することを禁じられている。
法
構造
国王陛下の公務員は、組織、等級、専門性に分けられる。
等級
等級制度（grading system）は何度も変更され、現在の構造は二元制度で構成されている。上級（シニア）グレード、Deputy Director / Grade 5 level以上は上級公務員であり、公務員を代表する存在であって内閣府によって監督される。上級公務員の下には、それぞれの省庁・エージェンシーが存在し、中央公務員の給与・評価に準拠しながらも独自の等級制度・給与を持つことができる。
